The Avengers ID Card is an identification card for the Avengers. It has many uses.

Used for communication, tracking beacon, and an ID pass to get into Avengers Mansion (destroyed) and now Stark Tower aka Avengers Tower.

First given to the Avengers in Earth's Mightiest Heroes while on their tour in Avengers Mansion. They were created by Tony Stark aka Iron Man
The Avengers ID card can only recognize the user and the user only.
